On 8 February 2025 the Wikimedia Norge Annual General Assembly (AGA) passed this plan and the corresponding budget for the calendar year 2026. The AGA wants our 2025 priorities to be continued in 2026, but with special attention to

  • the Wikipedia 25th anniversary
  • 40 % annual membership growth
  • ongoing projects
    • Growing the Female Ratio on Wikipedia (2024–2026)
    • Wiki into Education
  • one potential project
    • 0.2 FTE is made available for the potential new AI-RISK: Centre for the Analysis and Mitigation of Societal Risks from AI.

Continued efforts

As we enter the second half of our 2023–2028 Strategic Plan, it’s important to not pull resources from areas where recent years’ efforts have yielded results. In particular, we want to keep the momentum going for our many activities to support and strengthen wiki communities. For digital as well as onsite activities, we are at capacity with the resources we have at hand. So, most 2026 targets for community outreach are the same as 2025 ones.

Wiki meetups in Oslo and at least two other cities, hosted by volunteers or WMNO:
  • 8 wiki meetups that are learning sessions or social get-togethers
  • 11 wiki lunch breaks
  • WikiNobel

At least two meetups are targeted towards editors on Northern Sámi Wikipedia.

Evaluation shows a high degree of participant satisfaction.

At least 60 participants attend a wiki meetup for the first time, and at least 25 % of participants are women.

25 on-site or digital participants at WikiNobel.

Editors from all three Wikipedia language versions that we support, are amongst t:he participants.

Wikipedia’s 25th anniversary

15-17 January:

  • Conference at Litteraturhuset in Oslo
  • A day of learning for Wikimedians
  • Anniversary dinner and Wikipedian of the year ceremony

Fundraising campaign to ask businesses for anniversary gifts.

Other activities are being planned by our anniversary committee.

  • 50 Wikimedians and 50 potential Wikimedians take part.

25 donations of money or in-kind services from businesses.

Organise the Annual General Assembly first quarter of 2026. An increased number of members attend the AGA compared to the previous year.
Organise a members’ meeting in autumn 2026, where an annual plan progress update is given. To strengthen WMNO as an organisation governed by its members.
Organise a weekend retreat for Wikipedia admins and mentors in the 3rd quarter of the year. 15 participants
Host a Wikipedia Kickstart session every first Wednesday of the month and offer one-on-one sessions on-demand. Group sessions are offered to partners, public entities and others. To recruit at least three new mentors that can host Wikipedia Kickstart sessions.

A total of at least 30 participants this period.

Half of the participants are active editors on Wikipedia for at least one month.

Growing the female ratio on Wikipedia (2024–2026):

In this project we are growing the number of women that take part in the infrastructure of admins, mentors and contributors on the two Norwegian language versions of Wikipedia, to give content a more gender-balanced perspective. There are separate goals for each year of the project, and for when the project is completed.

2026 goals: At least 60 participants at a total of six Wikipedia editing courses for women. They are subsequently supported by a mentor for at least three months. A third of the women are active Wikipedia editors one year after they attended a course.

At the end of the year, we have five female Wikipedia mentors and three Wikipedia Kickstart trainers.

Fix it! - make Wikipedia shine:

October 2024-December 2025 we are hosting monthly editing competitions on Wikipedia (Norwegian Bokmål, Norwegian Nynorsk, Northern Sámi, Inari Sámi) to add references and citations to unsourced articles. There will be a grand finale to this part of the campaign 1st quarter 2026.

In 2026, we will organise a citations relay race campaign for librarians.

Other project activities may be added.

Sources are added to 12 000 Wikipedia articles.
Wikigrants (travel grants):

Members can apply for grants to cover travel expenses in order to take part in national or international Wikimedia movement meetings and conferences.

At least three volunteers have represented WMNO internationally, e.g. at Wikimania in Paris in July.

Five volunteers have received a travel grant that enabled them to attend a wiki meetup or a WMNO meeting or event.

Depending on budgeting decisions in our Wikipedia 25th anniversary committee, more travel grants may be made available to our members.

Membership Growth

In 2025, we increased the staff time spent on membership recruitment campaigns, and by September we were 115 members. Our long-term goal of 40 % annual growth is within reach:

Growth campaigns will be part of the 2026 Wikipedia anniversary activities, and we aim to be 200 members by the end of the year. We rely heavily on our members for advice, community support functions and help organising off-wiki meeting spaces. Also, our members and board are key ambassadors as we support the community at large in Universal Code of Conduct implementation.

Wikipedia enthusiasts

Starting autumn 2022, we stepped up our efforts to better understand the Norwegian and Sámi communities of editors, administrators, patrollers and mentors. According to WMF Reseach in January 2025, the number of monthly active admins on Norwegian Bokmål Wikipedia is relatively stable[1], which is confirmed by our Metrics. The same goes for Norwegian Nynorsk, but for Northern Sámi the number of volunteers in all capacities is too low to sustain the encyclopaedia long-term. We work hard to help these communities recruit and retain volunteers, and for 2026, our target numbers are:

Stepping up

We have started long-term efforts to diversify our revenues and strengthen our organisation. In the second half of our six-year strategic period, these efforts will be top priority for our Executive Director.

To be a professional non-profit organisation that strives for healthy finances, active membership coordination and good long-term plans.

Activity Targets
Continued efforts to enable WMNO to qualify as a recipient of tax-deductible donations. Increase of unrestricted revenues.
Enable our organisation to receive gifts in wills.
Systematic efforts to gain political support for our applications for state funding.
Allocate sufficient time for project development, contact with potential granters and writing applications. Revenues of NOK 1 milion in external project funding in 2026.

Developing opportunities

To be a visible and attractive partner for relevant parts of GLAM (particularly libraries, archives and museums), the educational sector, the authorities and civil society in general.

Advocacy
  • Interact with public and non-profit sector entities that influence legislative processes.
  • Continued participation in The Norwegian Open Government Partnership (OGP) stakeholder forum organised by the Ministry of Digitalisation and Public Governance.
  • Consider whether WMNO should apply to join the political network Civil Society Norway.
  • Follow-up on national implementation of EUs Digital Services Act (DSA) and the AI Act.
To position ourselves as the national number one non-profit that offers input on how to maintain public digital spaces and support free knowledge. Our input is heard and has a positive influence.
Review OsloMet candidates for a 2026 bachelor’s or master’s degree internship with WMNO. 2025 candidates did not meet our requirements.

Explore the offer from University of Oslo to collaborate on a PhD position placed with WMNO.

Wiki into education:

Implementation of project work packages.

  1. Combining and refining online and onsite training for secondary and higher education. Online standalone courses supplement our digital Wikipedia Kickstart sessions and our range of onsite Wikimedia coarses and workshops.
  2. Piloting secondary/higher education wiki training.
  3. Advocacy efforts to gain support for national rollout of secondary/higher education wiki training: the educational sector, the ministry and directorate and various funders.
  1. By the end of 1st quarter 2026, we will have published three beginner’s courses on the WikiLearn platform - Get started on Wikipedia - Neutral and verified knowledge - Source criticism, digital etiquette and open knowledge sharing in the Wikimedia projects.
  2. Three student groups have taken part in our wiki training. Program has been finalised after evaluation.
  3. Secure partnerships and funding to allow national rollout.
  • Collaboration with research communities in the NxtGenFake and AI-RISK projects, mainly at University of Oslo and Sintef.
  • 0.2 FTE in WMNO is made available for the potential new AI-RISK: Centre for the Analysis and Mitigation of Societal Risks from AI.
  • Staff attendance at conferences and an option of continued education.
Increased staff competence in data retrieval and analysis, AI and disinformation in order to provide support for research communities interested in Wikimedia projects.

Change of direction

Wikimedia Norge takes an active part in global strategic processes, and we are helping more Norwegian Wikimedians to get involved. We provide Wiki grants and encourage members to take part in international events for peer exchange. In the past, mostly staff would attend, but we are turning that around.

For two and a half years, 20 % of a staff position has been devoted to supporting under-represented languages in Wikimedia projects, with an intention to focus on Northern Sámi in particular. It has proven hard to limit interaction with the global communities and language entities to match our capacity, and other WMNO key tasks have suffered. Also, Northern Sámi outreach efforts have been at a minimum. Moving forward, the global scene as well as WMNO is best served by clearly defined staff roles, and we will no longer set aside a certain FTE for global language efforts. We are in the process of finding a contractor to function as our Northern Sámi Coordinator, paid on an hourly basis within our current budget allowances.

Activity Targets
Members and staff are encouraged to contribute to knowledge-sharing and networking on a day-to-day basis and at meetings or conferences. WMNO contributes to, and learns from, the global efforts for free and open knowledge sharing.
Small-scale hire of Northern Sámi Coordinator:

Activity on our Northern Sámi Wikipedia Facebook page is stepped up. At least one other social media channel is set up and maintained.

Sámi content production at our website is stepped up.

Coordinator takes part in peer exchange with editors from other under-represented languages.

To strengthen knowledge sharing in small, under-represented languages in the Wikimedia projects, first of all in Sápmi regions across the Nordic countries.
Sámi language Wikipedians and Norwegian Wikimedians that take a particular interest in Sámi topics are included in our regular outreach acivities, rather than invited to custom Sámi activities. 20 new articles about Sámi topics.

To set up a Nordic network to strengthen Sámi content and content production in Sámi languages in the Wikimedia projects. Network is supported by a permanent staff resource employed by WMNO or another Nordic Wikimedia affiliate.
