Årsplan 2027/2027 Annual Plan
2027 Annual Plan
On 7 February 2026 the Wikimedia Norge Annual General Assembly (AGA) passed the priorities for the annual plan and the corresponding budget for the calendar year 2027. We are guided by our 2023–2028 Strategic Plan, and over the last four years we have implemented activities within each of its four thematic work areas. The level of operational maturity within each area is illustrated by a traffic light system. As we enter the last third of our strategic period, our aim is to get to a green light status for all the work areas.
The AGA decided that our 2026 initiatives were to be continued in 2027, but in addition we were to step up our support and facilitation to help volunteers improve the user experience on Norwegian and Northern Sámi Wikipedias. In 2026, this took on the form of a project called WP25 – Policies, Guidelines and Help Pages tidy-up, which, pending sufficient funding, will stretch from June 2026 until the end of 2028. The AGA also decided to make a priority of
- efforts to increase our unrestricted funding
- Wiki into Education rollout with students 19–26 years as the main target group
- growing a Northern Sámi Wikipedia community
- research community partnerships
Tough Priorities
As of August 2026, Wikimedia Norge (WMNO) has been informed by the Wikimedia Foundation’s Northern and Western Europe Regional Grants Committee that the 2027 General Support Fund grant that we have been awarded for 2027, will not be adjusted for inflation and wage growth. That leaves our grant at the exact same amount as in the years 2025 and 2026, and unless we are awarded substantial external funding, our 2027 budget will have to be cut. In 2026, we have budgeted with a negative result in order to cover the Wikipedia 25 anniversary, adding to the need for a frugal 2027 budget. With that in mind, the Wikimedia Norge Board passed a set of priorities at their 5 September 2026 meeting, in case we are left with less resources than expected.
We choose to prioritise the following:
- Growing the Female Ratio on Wikipedia transitions from project phase to part of general operations.
- One-on-one partnerships with Nordic affiliate(s) rather than regional collaborations.
- The annual WMNO admins and mentors’ retreat.
We make the following cuts, if need be:
- We cut from two to one onsite weekend meetings for our board and members.
- A general cut in travels and meeting costs.
- A cut from 3.5 to 2.5 staff FTEs in September–December 2027. In worst case this will be a permanent cut.
Pulling resources from core operations will mainly affect our efforts to support and strengthen wiki communities, which is very challenging to find external funding for.
Communities Outreach
Onsite activities for board and members are costly, and 2027 targets for communities’ outreach are less ambitious than the 2026 ones. In some areas, our focus will have to shift from growing our reach to maintaining the status quo.
| 2023–2028 strategic goals:
To support and strengthen the community of members and volunteers and readers of the Wikimedia projects. Increased quality and diversity in the Wikimedia projects, particularly in Norwegian Bokmål, Norwegian Nynorsk and Northern Sámi.

| Activity | Targets |
Wiki meetups in Oslo and at least one other city, hosted by volunteers or WMNO:
|
|
| Organise a hybrid Annual General Assembly (AGA) in Oslo 13 February 2027. | The 2027 AGA is carried out according to the WMNO bylaws and provides the necessary guidance for our future operations. |
| Organise a digital members’ meeting in autumn 2027, where an annual plan progress update is given. | To strengthen WMNO as an organisation governed by its members. |
| Organise a weekend retreat for Wikipedia admins and mentors in the 3rd quarter of the year. | Up to 15 participants. |
| Host a digital Wikipedia Kickstart session every first Wednesday of the month and offer one-on-one sessions on demand. Group sessions are offered to partners, public entities and others. |
|
| Project: Fix it! - make Wikipedia shine
In 2027, we will revamp our successful 2024-2026 project to add references and citations to unsourced articles. Our monthly Fix it! editing competition will take on a more general scope and the communities will be asked to prioritise between maintenance tasks. Other project activities may be added. |
4000 maintenance templates are removed from Wikipedia articles in Norwegian Bokmål, Norwegian Nynorsk, Northern Sámi or Inari Sámi. |
| Project: WP25 – Policies, Guidelines and Help Pages tidy-up
Editor-initiated project on Norwegian Bokmål Wikipedia with WMNO staff support. Phase 1: Tidy-up and UX design of Policies and Guidelines and their site architecture and navigation, to help new and existing editors find the info they need on desktop as well as on mobile browsers and mobile apps. Phase 2: Tidy-up and improvement of Help Pages, so that they correspond with WMNO training materials and courses, as well as WMF-developed beginners’ functions. Please refer to the overview below this table, illustrating project phases and human resources needed. |
Main target: Comprehensive access to info and training opportunities makes it easier to become a Wikipedia editor, and more editors stay in the long term.
Please refer to a separate breakdown of project targets. |
| Gender gap:
WMNO’s longstanding efforts to counter the Wikipedia gender gap are continued, as we recruit and support women admins, mentors and editors on the two Norwegian language versions of Wikipedia. In March, we will organise our annual Women in Red Campaign to grow the number of women’s biographies on Wikipedia. We will also host a WiR workshop. |
|
| Northern Sámi Wikipedia:
Providing we can find the right person; small-scale hire of a Northern Sámi Outreach Specialist that can host Wikipedia training sessions and take part in our communications efforts. |
50 new articles created on SE Wikipedia.
Please refer to target numbers for editors under the heading Wikipedia Language Versions. |
| Wikimedia Commons photographers:
WMNO will provide staff support for photographers that want to apply for press accreditation. WMNO will host at least one digital peer learning session for photographers. Organise WMNO’s take on Wiki Loves Monuments: Cultural Heritage 2027 in September, or another thematic upload campaign preferred by our photo community. |
|
| Wikigrants (travel grants):
Members can apply for grants to cover travel expenses to take part in national or international Wikimedia movement meetings and conferences. |
|
Limited staff capacity is WMNOs number one operational challenge. In 2027, pending external funding, 1 FTE will be spent on our WP25 project, which has long been requested by community members.
Membership Growth
In recent years, we have invested staff time on membership recruitment campaigns, and our long-term goal of 40 % annual growth has seemed within reach:
If a budget revision forces us to cut onsite activities, and the costliest ones are those that happen outside of Oslo, that’s likely to deter our membership growth in 2027.
Wikipedia Language Versions
We are constantly monitoring the Norwegian communities of editors, administrators, patrollers and mentors. So far, our Metrics have not yet shown the substantial drop in volunteers and readers that has been seen globally. We strongly believe that our outreach efforts is the best way to help our language communities recruit and retain volunteers, which is a paradox: At a time when we should be stepping up our outreach and communications to maintain a stable number of editors and readers, our available funding will be forcing us to cut activities. Our target numbers for 2027 are the same as for 2026:
| Monthly average | End of year | ||||
| Editors[1] | Active editors[2] | Administrators | Patrollers | Mentors | |
| Norwegian Bokmål | 2,900 | 330 | 40 | 170 | 8 |
| Norwegian Nynorsk | 240 | 30 | 15 | 10 | 3 |
| Northern Sámi | 30 | 10 | 3 | 2 | 2 |
| Sum | 3,170 | 370 | 58 | 182 | 13 |
With the global tendencies being what they are, to avoid significant drops in numbers for "our" language versions will be considered a victory.
Diversify Revenues
Since 2022, we have been making long-term efforts to diversify revenues and strengthen our organisation. In 2025, we depended upon our WMF grant for 72 % of the total revenues. We expect the percentage to drop in 2027, but that will probably just mean that the total pie will be smaller than before. A cut in WMF funding is unlikely to stimulate diversification, as our staff will have less bandwidth to work on securing external grants. Even so, we have no option but to keep our targets ambitious.
| 2023–2028 strategic goal:
To be a professional non-profit organisation that strives for healthy finances, active membership coordination and good long-term plans.
| 2027 plan | |
| Activity | Targets |
| Enable our organisation to receive gifts in wills. | Increase of unrestricted revenues. |
| Systematic efforts to gain political support for our applications for state funding. | |
| Allocate sufficient time for project development, contact with potential granters and writing applications. | Revenues of NOK 1 million in external project funding in 2027. |
| Continuous fundraising efforts in WMNOs owned media channels.
Outreach to potential corporate donors. |
Received donations of NOK 100,000. |
Realistically, in our operational context, the following activities or projects stand the best chance of receiving external funding in 2027:
- Northern Sámi outreach
- Gender gap activities
- Wiki into Education

| Potential project (pending funding and access to tech competence): Heritage Data in Wikidata
Project partners: WMNO and The Directorate for Cultural Heritage, both confirmed, and potentially the Wikimedia Content Partnerships Hub. Planning: Phase 1 – Exploring partnerships and funding opportunities that can supplement the tech competence made available by the directorate. Phase 2 – Planning import of 630,000 objects/locations from two open datasets, and potentially another 475,000 from the SEFRAK-registry dataset. Implementation: Phase 3 – a) Execute initial data import, alongside manual testing and quality control. A Wikimedian in Residence can help verify Wikidata elements. b) If possible, set up a weekly (?) incremental API pipeline that will keep data up to date. Phase 4 – With the help of WMNO and directorate staff and a Wikimedian in Residence, we can help volunteer communities make use of imported heritage data in Wikimedia projects. E.g. by enriching Wikipedia articles, info boxes, lists, and media files across platforms. Special attention will be given to how we can cater for research communities that use Wikidata, and we are eager to find synergies with relevant initiatives such as Echolot. |

The Global Wikimedia Movement
Wikimedia Norge takes an active part in global strategic processes, and we are trying to help more Norwegian Wikimedians get involved. In recent years we have provided Wiki grants and encouraged members to take part in international events for peer exchange. In 2027, budget restrictions mean that we will have to prioritise staff and board attendance at strategically important meetings.
| 2023–2028 strategic goal:
To play an active part in international wiki efforts.
| 2027 plan | |
| Activity | Targets |
| Members and staff are encouraged to contribute to knowledge-sharing and networking on a day-to-day basis and at digital meetings or conferences. | WMNO contributes to, and learns from, the global efforts for free and open knowledge sharing. |
| At least one volunteer has represented WMNO at a conference or meeting abroad. | |
