Årsplan 2025/Annual Plan

The plan for the calendar year 2025 is based on the July 2024-June 2025 plan, which was passed by Wikimedia Norge's Annual General Assembly 10 February 2024. Some activities have been taken out or added, and our goals have been adjusted, to reflect what we will be working on in 2025. The 2025 plan and budget was passed by the WMNO Board of Directors 24 August 2024. The Audit Committee and our members were informed by email and at our members' meeting the same day.

In 2023, Wikimedia Norge (WMNO) passed a strategic plan for 2023-2028, which sets the direction for the annual plans. The organisation's resources are limited, and if we are to reach our long-term strategic goals, we have to choose between activities. Our 2023 results were good in some areas, while other areas require further efforts before we can expect to see progress. So far, our 2024 results are promising, and we are particularly pleased that phase 2 of our project Growing the female ratio on Wikipedia is now funded up until the end of 2026 with a grant of NOK 1.4 million from The Norwegian Directorate for Children, Youth and Family Affairs (Bufdir).

The digital landscape has changed a lot recent years, and the number of Wikimedia projects contributors is in decline. AI (artificial intelligence) and improved services that offer knowledge compiled by machines can't replace the contributors' critical sense and quality assessment. It's important that we continue to make a priority of servicing the wiki community. We want to build togetherness, recruit new members and offer learning opportunities. Starting October 2024 and until the end of 2025 we will be working on our project Fix it! - make Wikipedia shine, which comprises a handful of activities leading up to Wikipedia's 25th anniversary in 2026. We will help Wikipedia communities and GLAM partners reduce the maintenance backlog and encourage a proactive approach: When you know that something needs doing, don't just point it out to others. Fix it, if you can! Activities are starting to take shape autumn 2024, but further planning is needed.

The increased communications efforts laid out in our past annual plans have yielded results, and although the position is temporarily vacant at the time of writing this plan, we now have a Communications Coordinator as part of our permanent staff. This work is part of our day-to-day core functions and not just a temporary push in the plan for the coming period. A more visible public profile helps us to strengthen our organisational foundation, and we can step up the efforts to increase our unrestricted revenues. A shift from small projects with non-measurable effects to larger multi-year projects will also strengthen our foundation, but project development will demand a substantial share of our staff resources.

In 2025, we will make sure that our day-to-day operations are aligned with our objectives, and we will increase our efforts within the following areas:

  1. Wiki community meeting places
  2. To recruit and follow up on members and Wikimedia projects volunteers
  3. Work to increase the organisation's unrestricted revenues
  4. Develop and launch larger multi-year projects
  5. Develop wiki training for high school and/or university level programs
  6. To strengthen small under-represented languages in the Wikimedia projects, beginning with Wikipedia in Northern Sámi

Wiki meetups in Oslo and at least two other cities, hosted by volunteers or WMNO:
  • 8 wiki meetups that are learning sessions or social get-togethers
  • 11 wiki lunch breaks
  • WikiNobel

At least two meetups are targeted towards editors on Northern Sámi Wikipedia.

Evaluation shows a high degree of participant satisfaction.

At least 60 participants attend a wiki meetup for the first time.

25 on-site or digital participants at WikiNobel.

In this period, editors from all three Wikipedia language versions that we support will be amongst the participants.

Organise the Annual General Assembly first quarter of 2025. 50 % increase compared to 2023 in the number of members that attend the AGA.[1]
Organise a members’ meeting in autumn 2025, where an annual plan progress update is given. To strengthen WMNO as an organisation governed by its members.
Organise a weekend retreat for Wikipedia admins and mentors. 15 participants
Host a Wikipedia Kickstart session every first Wednesday of the month and offer one-on-one sessions on-demand. Group sessions are offered to partners, public entities and others. To recruit at least three mentors that can host Wikipedia Kickstart sessions.

A total of at least 30 participants this period.

Half of the participants are active editors  on Wikipedia for at least one month.[2]

Growing the female ratio on Wikipedia - 2024-2026

In this project we will grow the number of women that take part in the infrastructure of admins, mentors and contributors on the two Norwegian language versions of Wikipedia, in order to give content a more gender-balanced perspective. There are separate goals for each year of the project, and for when the project is completed.

2025 goals: At least 60 participants at Wikipedia editing courses for women, and they are subsequently supported by a mentor for at least three months. A third of the women are active Wikipedia editors one year after they attended a course.
Fix it! - make Wikipedia shine

October 2024-December 2025: Monthly editing competition on Wikipedia (Norwegian Bokmål, Norwegian Nynorsk, Northern Sámi, Inari Sámi) to add references and citations to unsourced articles.

A support team will be set up and then improve the UKBot, which is used by Norwegian Bokmål, Basque, Finnish and Catalan Wikipedias to organise editing competitions. The team will take on the maintenance of the bot.

Other project activities will be added.

Sources have been added to 30 000 Wikipedia articles.

Improved UKBot no longer crashes. But if it does crash, the maintenance team has access and know-how to fix it.

Wikigrants (travel grants)

Members can apply for grants to cover travel expenses in order to take part in national or international Wikimedia movement meetings and conferences.

Three volunteers have represented WMNO internationally.

Five volunteers have received a travel grant that enabled them to attend a wiki meetup or a WMNO meeting.

Quantified goals The measures described above can help us reach quantified goals for members and groups of volunteers on Wikipedia. Many activities will be open to anyone, but some will be offered to or marketed towards specific target audiences.

We aim to grow our number of members by 40 % per year. If this growth rate is maintained throughout our five-year strategic period, it will yield the following results:

We had 64 members by the end of 2023, so that year's growth was 31 %.

Wikipedia enthusiasts:

In 2023 there was a drop in the number of editors, administrators and patrollers. Our aim for 2024 and 2025 is to halt this decrease and maintain the 2023 numbers for the Bokmål and Nynorsk language versions. In Northern Sámi we need to grow the numbers in order to sustain the encyclopaedia long-term. Hence the following target numbers:

WMNO managed to recruit three new mentors in 2023. Now that we have stepped up our training activities, we need more. We aim to grow the number in 2024 and then to maintain that level in 2025:

Systematic efforts to gain political support for our applications for state funding.
Allocate sufficient time for project development, contact with potential donors and writing applications. Two-year project funding for Wiki into education.
2023–2028 strategic goal:

To be a visible and attractive partner for relevant parts of GLAM (particularly libraries, archives and museums), the educational sector, the authorities and civil society in general.

A bachelor's or master's degree research internship for a student that is following a relevant academic path. The internship will be advertised autumn 2024 and carried out spring 2025. Closer interaction with a university/college.

Wiki into education

As of autumn 2024 we are still gathering input and working to establish formal collaborations with relevant partners in order to complete our project design:

To prepare a project that aims to develop and introduce one or more digital teaching aids. Subject areas: Source criticism, digital etiquette and open knowledge sharing in the Wikimedia projects.

  • Define our target group based on curriculums for higher education prep courses or programs.
  • Project design and planning.
  • Advocacy efforts to gain support for the project from the educational sector, the ministry and directorate and funders.
To secure funding and other resources needed to carry out a two-year project led by a full-time teacher or communicator.

We aim to start our project first quarter of 2025.

Fix it! - make Wikipedia shine

At least one of the project activities will be aimed at librarians.

At least 20 librarians from our existing and future GLAM partnerships take part in project activities.

Activity Goals
20 % of a staff position is set aside to support under-represented languages in the Wikimedia projects, particularly by contributing to efforts in the Language Committee, Incubator and potentially, development projects for language technology. Efforts within the Wikimedia Language Diversity Hub will be prioritised if and when the hub develops a functioning governance structure, a strategic direction and a constructive plan. To strengthen knowledge sharing in small, under-represented languages in the Wikimedia projects, including Northern Sámi.
To set up a Nordic network to strengthen Sámi content and content production in Sámi languages in the Wikimedia projects. Initial network meeting autumn 2024 and a follow-up meeting in spring 2025.
Two edit-a-thons for Sámi language Wikipedians and Norwegian language Wikipedians that want to write about Sámi topics. 20 new articles about Sámi topics.

Members and staff are encouraged to contribute to knowledge-sharing and networking on a day-to-day basis and at meetings or conferences. WMNO contributes to, and learns from, the global efforts for free and open knowledge sharing.

  1. The 2023 AGA was held in Oslo, and the 2024 one in Trondheim. We will return to Oslo in 2025, and hence 2023 is set as a benchmark.
