Bureaucrat and administrator status is given to members of the board when they are elected and if they want it. The board decides if former board members should keep this status.
Translation administrators have the technical ability to mark pages for translations so that they can be translated with Special:Translate. This right can be given to and removed from users by all administrators at will.
